Gaza’s civil defense agency and the Palestine Red Crescent have rejected the findings of an Israeli military investigation into the deaths of 15 emergency service workers last month, accusing Israel of carrying out “summary executions” and attempting to evade international legal responsibilities.

The sharp criticism came a day after the Israeli military released the results of an internal probe, which attributed the deaths to operational errors rather than deliberate targeting. According to the Israeli report, the killings were a result of miscommunication and field-level mistakes during a military operation in Gaza.

Mohammed Al-Mughair, a senior official with Gaza’s civil defense, said on Monday that video evidence filmed by one of the paramedics disproves the Israeli army’s version of events. “The video filmed by one of the paramedics proves that the Israeli occupation’s narrative is false and demonstrates that it carried out summary executions,” Al-Mughair said. He added that the findings of the Israeli investigation reflect an attempt to “circumvent” the state’s obligations under international law.

The Palestine Red Crescent also strongly condemned the Israeli military’s report, describing it as “invalid and unacceptable.” Spokesperson Nebal Farsakh dismissed the probe’s findings, stating, “The report is full of lies. It is invalid and unacceptable, as it justifies the killing and shifts responsibility to a personal error in the field command when the truth is quite different.”

Both organizations have called for an independent international investigation into the incident, which occurred amid Israel’s ongoing military campaign in Gaza. Rights groups have also raised concerns over repeated attacks on medical personnel and infrastructure in the enclave, warning of serious violations of humanitarian law.

The Israeli military has not responded to the new accusations from Gaza’s civil defense and the Red Crescent.
