President Dr. Mohamed Muizzu has ratified the Public Referendum Bill (Law No. 15/2025), which establishes the framework for conducting public referendums on matters of national significance.
The bill, passed during the 5th Special Session of the People’s Majlis on 15 September, allows Parliament to resolve on holding a referendum while also granting the President authority to call one to gauge public sentiment on key national issues.
It further requires a referendum to be held when Parliament passes amendments to specific Articles of the Constitution before such changes can take effect. The law also outlines the responsibilities of those proposing a referendum and sets procedures for the Elections Commission in its administration.
Following ratification, the bill has been published in the Government Gazette and has now come into force.
