A case against three former senior officials of the Ministry of Gender, Family and Social Services have been submitted to the Prosecutor General's Office (PGO) for hiring a private company illegally to build the Drug Detoxification and Community Rehabilitation Center in GDh. Thinadhoo.

The case was filed and investigated by the Anti-Corruption Commission (ACC) following allegations that members of the bid committee of the Ministry of Gender, Family and Social Services, while being public servants, acted contrary to the interest of the state as the work was awarded to the company that got the second highest marks.

The case was filed against three people who were then members of the bid committee of the Ministry of Gender, Family and Social Services, the then State Minister of the Ministry Aishath Rasheed of Handhuvareege, S. Hithadhoo, and the then Directors of the Ministry, Hudhoodha Waheed of Noovilu, GDh. Thinadhoo and Aminath Shihama of Viligala, GDh. Gaddhoo.

The investigation of this case revealed that the National Drug Agency evaluated the bids submitted regarding the advertisement for the construction work of the GDh. Thinadhoo Drug Detoxification and Community Rehabilitation Centre. The bid committee of the Ministry of Gender, Family and Social Services awarded the contract to the second runner-up instead of awarding it to the company that got the highest marks in the evaluation.

ACC has stated that the bid committee of the Ministry of Gender, Family and Social Services decided to award the work to the second runner-up instead of awarding the work to the contractor with the highest marks knowing that the second runner-up will unfairly profit from this, for that purpose. The investigation also found that the contractor, who came second in the evaluation, was awarded the work at a price that was MVR 657,846.60 (six hundred and fifty seven thousand eight hundred and forty six rufiyaa, sixty laari) higher than the contractor that got the highest marks.

The three accused are charged with abuse of official position under Article 513 (b) of Act No. 9/2014 (Penal Code) and the charge of acting against the interest of the state under Article 13 of Act No. 2/2000 (Prevention and Prohibition of Corruption Act).
