The Government of Maldives on Thursday presented its oral submissions before the International Court of Justice (ICJ) in ongoing advisory proceedings concerning Israel’s obligations concerning the presence and activities of the United Nations and other entities in the Occupied Palestinian Territory.
The ICJ proceedings follow a request made by the United Nations General Assembly in December 2024, seeking an advisory opinion on Israel’s responsibilities under international law. As part of the process, the Maldives had submitted a written statement earlier on 28 February 2025.
Attorney General Ahmed Usham, representing the Maldives, reaffirmed the country's steadfast support for the Palestinian people and called attention to the urgent need for unhindered humanitarian aid. He expressed deep concern over Israel’s efforts to dismantle the United Nations Relief and Works Agency for Palestine Refugees (UNRWA).
International legal experts Amy Sander and Dr. Naomi Hart, also representing the Maldives, challenged Israel’s justification of its actions on security and military necessity grounds. They addressed the legal implications of Israel’s withdrawal from the 1967 agreement with UNRWA.
The Government of the Maldives reiterated its continued support for an independent State of Palestine within pre-1967 borders, with East Jerusalem as its capital.

Today, I had the honour of addressing the @CIJ_ICJ on behalf of the Maldives, in the advisory proceedings on Israel’s obligations in relation to the presence and activities of the UN and other actors in the Occupied Palestinian Territory.
