President Dr. Mohamed Muizzu has affirmed that public opinion will guide any legal amendments, describing the upcoming referendum on Addu City’s administrative zones as a “historic milestone” in the nation’s democratic journey.

Speaking in the ninth edition of the Rayyithunnaa Eku podcast, President Muizzu recalled his campaign pledge to address concerns over Addu’s city formation. He reiterated that the citizens would ultimately decide whether each island elects its own council or whether the Addu City Council continues to oversee all islands. The October referendum will also determine whether the suffix “Addu” is added to each island’s name.

The President highlighted wider governance reforms, including measures to safeguard judicial independence through dedicated block grants in next year’s budget. He also pledged revisions to the remuneration of former presidents and MPs, expanded budgets for Women’s Development Committees, and adjustments to council block grants.

On economic matters, President Muizzu said reforms to the State Trading Organization (STO) would ensure a reliable supply of essential goods.

Framing the referendum as a landmark in citizen participation, the President underscored his administration’s commitment to strengthening decentralisation and inclusive governance.
