The Ministry of Finance has implemented new regulations prohibiting government agencies from granting financial relief, benefits, or amnesty without the explicit approval of the President.
The regulation, titled "Rules on Procedure for Applications for Relief, Benefits, and Money Waivers concerning Transactions with Public Offices," has been published in the government gazette. Under these rules, any government agency—except local councils—seeking to grant financial concessions must first obtain the President’s approval based on the recommendation of the Finance Minister.
The regulation mandates that all applications for financial relief must include full transaction details and supporting financial statements. Additionally, rent, penalties, and interest relief for tourism businesses will require the President’s approval, making him the final authority on any such concessions recommended by the Ministry of Tourism.
Meanwhile, for local councils, financial relief can only be granted after assessing the financial impact. Any such decision must be submitted to the Ministry of Local Government within seven days, where official records will be maintained.
