The 24th batch of Maldivian Civil Servants are travelling to India to participate in a 2-week long Capacity Building Programme in Field Administration. The training is being conducted under the India-Maldives MoU signed between Civil Services Commission (CSC) Maldives and National Centre for Good Governance (NCGG) in June 2019. The batch consist of 40 civil servants from various public institutions across Maldives like Ministries, Schools & Hospitals across islands, officials from Atolls & Island councils, etc. With this batch, the total number of trainees trained under the MoU would be 726.

The MoU and capacity building programmes under it are being conducted as per the requirements indicated by CSC Maldives. From time-to-time there is a joint review of programmes by both CSC Maldives and NCGG. NCGG is committed to achieve target of training of 1000 civil servants in 05 years.

During the two-week stay at NCGG participants will have expert talks & deliberations on topics like India-Maldives relationship, Approaches for inclusive development, changing paradigm of governance, Ethical perspective in governance, Innovation in public administration, Gender and development: policies and practices, Centralized public grievance redressal & monitoring system, PPP for infrastructure development, Public Health behaviour, MSME & SMEs, Public contracts and policies, Climate Change & its impact on biodiversity, various initiatives in India for Poverty elimination, Skill development, etc., Right to Information Act, Anti-Corruption Strategies, Vigilance administration, e-Governance and digital India, Digital governance and public service delivery, tax administration and digital governance, Fintech and inclusion, Stress management, Sanitation and public health behavior, etc. As part of the training, they will also get a chance to visit beautiful & one of the wonders of the world, Taj Mahal.

The partnership between India and Maldives is truly multifaceted. Collaboration in the area of training and capacity building is a key pillar of this partnership & is further growing. Since 2019, despite COVID19 challenges, more than 2200 Maldivians has traveled to India to participate in various capacity building training in areas ranging from Civil Services & Good Governance, Security, Customs, Media, Judiciary, Audit & finance, Health, Agriculture, Decentralization, Environment, Youth and Sports, etc under various bilateral MoUs, ITEC, ICCR fellowship, etc. Besides that, more than 1600 virtual training slots have been utilised in various areas.

The National Centre for Good Governance (NCGG) is an autonomous & apex-level institution of under the Ministry of Personnel, Public Grievances and Pensions, Govt of India and is deeply committed to fostering knowledge exchange and collaboration among civil servants from India and other developing countries, especially neighbouring countries. Aligned with the philosophy of ‘Vasudeva Kutumbakam’ and ‘neighbourhood first’ policy advocated by Prime Minister Shri Narendra Modi, the capacity-building programmes of NCGG aim to promote citizen-centric policies, good governance, enhanced service delivery, and ultimately improve the quality of life for citizens, ensuring inclusivity. NCGG in partnership with MEA, NCGG has imparted training to civil servants of 15 countries viz. Bangladesh, Kenya, Tanzania, Tunisia, Seychelles, Gambia, Maldives, Sri Lanka, Afghanistan, Laos, Vietnam, Nepal Bhutan, Myanmar and Cambodia.
