The Presidential Commission has recommended action over police negligence in the case of Hawwa Yumnu Rasheed, who fell from the ninth floor of H. Fentenoy House in Malé.

The commission’s report outlines multiple lapses in the police response. Although patrol officers and the MNDF Fire and Rescue Service responded promptly, the investigating officer was informed nearly an hour later—after key evidence had already been collected—resulting in critical gaps in the investigation.

The report also highlighted that the crime scene was not properly secured and key areas, including the rooftop and interior of the building, were not thoroughly inspected. Crime Scene Officer Sergeant Azhad Hassan Manik was specifically cited for failing to process the scene in line with police procedures.

Police returned later in the evening to gather more evidence but did not inspect the rooftop of the adjacent building, which the commission noted as an important area. The interior of the adjacent building, which operates as a warehouse, was also left unchecked.

The commission recommended refresher training for police on standard operating procedures and urged a formal investigation into the lapses.

It further stated that it remains unclear whether Yumnu was pushed or jumped of her own volition.
