The Chinese proposals may serve as the foundation for a peace agreement in Ukraine, according to Russian President Vladimir Putin, who made this statement after formal meetings.
Yet, according to Putin, the plan can only be implemented when both Kiev and the West are ready.
China's 12-point paper, which was released last month, called for a de-escalation and ultimate cease-fire in Ukraine but provided no specifics on how to put an end to the conflict. It also does not explicitly call for Russia to leave Ukraine.
In order to resolve the disagreement and the two nations' relations, the Russian president met with Chinese President Xi Jinping on Tuesday in Moscow. The talks at the Kremlin were meant to solidify the "no limits" alliance that the two leaders declared in February of last year, less than three weeks before Russia invaded Ukraine.
At the conclusion of Xi's official visit to Moscow, the two leaders issued a joint statement warning against taking any actions that could escalate the conflict in Ukraine into a "uncontrollable phase" and stating emphatically that there could be no winners in a nuclear conflict. In their joint statement, Xi and Putin also demanded that the US stop creating a worldwide missile defense system and stop "undermining global strategic security".
Xi's visit to Moscow came days after an international court issued an arrest warrant for Putin over Russia’s actions in Ukraine, where Russian forces have made little progress in recent months despite suffering heavy losses.
